The Corporation of the Town of Lakeshore <br />By-law Number 118-2019 <br />A By-law to Amend By-law 94-2017 being a Comprehensive By-law <br />to Provide Rules Governing the Proceedings of the <br />Council of the Town of Lakeshore and the Conduct of its Members <br />Whereas By-law 94-2017 was passed on December 12, 2017 pursuant to the <br />Municipal Act, 2001 for governing the calling, place and proceedings of meetings; <br />And whereas the Town of Lakeshore's business continues to evolve requiring more <br />time for matters to be considered during Council meetings; <br />And whereas Town Council wishes to effectively manage its time in meetings; <br />And whereas the Council of The Corporation of the Town of Lakeshore passed <br />resolution 389-08-2019 directing an amendment to the Town's Procedural By-law; <br />Now therefore the Council of The Corporation of the Town of Lakeshore enacts as <br />follows: <br />1. By-law 94-2017 shall be amended by replacing section 3.5 with the following: <br />"3.5 Adjournment Hour/All Meetings <br />a) All regular meetings shall stand adjourned when the Council has <br />completed all business as listed on the Order of Business or at 9:30 p.m <br />b) In the event the business before Council has not been completed by 9:30 <br />pm, then Council, by majority vote of all members present, may approve <br />an extension of the meeting to the hour of 10:00 p.m. At 10:00 p.m. the <br />unfinished shall be deferred to the next regular meeting of Council, <br />unless a resolution of Council to reconvene the Council meeting to <br />another day and time prior to the next regular meeting of Council is <br />adopted by majority vote." <br />2. By-law 94-2017 shall be amended by replacing section 8.3 with the following: <br />"8.3 No Member shall speak to a question or motion more than once until all <br />members wanting to speak on the issue have spoken. A Member may <br />speak on a question or motion for no longer than 5 minutes on the first <br />instance and no longer than 2 minutes thereafter." <br />3. By-law 94-2017 is further amended by adding the following after paragraph 10.1(e) <br />and before 10.2: <br />1) not disobey the rules of the Council or a decision of the Chair/Presiding Officer, <br />or Council, on a Question of order, or upon the interpretation of the Rules of <br />Council; and <br />g) respect the time of the other Council Members by respecting the time limits <br />provided in this by-law." <br />4. This By-law shall come into force and effect upon passage. <br />
