SCHEDULE "A" <br />to By-law 4-2019 <br />Schedule "C" to By -Law 94-2017 being a By-law to Provide Rules Governing the <br />Proceedings of The Town of Lakeshore and the Conduct of its Members <br />Procedure for Election of Alternate Member to County Council <br />1. In this Schedule and this By-law: <br />"Alternate County Council Member" shall mean the Councillor appointed by <br />Council that has taken the declaration of office for County Council. <br />2. Selection of the Councillor to be appointed the Town of Lakeshore's Alternate <br />County Council Member shall be conducted in accordance with the following <br />procedure: <br />a) Within 90 days of the inaugural meeting of a new term of Council, at a Council <br />meeting during the Reports from County Council Representatives portion of the <br />agenda, the Chair shall ask each Councillor, if the Councillor wishes to stand for <br />nomination as the Alternate County Council Member. <br />b) The Chair will request that persons requested by Councillors to act as scrutineers <br />attend at the Delegation table. <br />c) The Clerk shall distribute blank ballots for each member of Council to record his <br />or her vote for Alternate County Council Member. <br />d) Each Council Member is entitled to vote for one nominee only and no Council <br />Member present is permitted to abstain from voting. <br />e) The Clerk shall count the ballots during the Council meeting in the presence of <br />the scrutineers. <br />f) The Councillor receiving 51 % or more of the votes cast shall be declared by the <br />Chair to be the Alternate County Council Member. <br />g) In the event that none of the nominees receive 51 % or more of the votes cast, <br />the nominee receiving the lowest number of votes cast shall be eliminated and <br />second ballots shall be cast by the Council members. <br />h) In the case of one or more nominees achieving a tie for the lowest vote, the Clerk <br />shall place the names of the nominees in a receptacle and the Chair shall <br />withdraw names until only one name remains undrawn. The undrawn nominee's <br />name shall be eliminated from the ballot. The nominee(s) whose name(s) was <br />drawn shall continue to the next ballot. <br />i) The election shall proceed in the manner described in the foregoing until a <br />candidate is elected or a tie is achieved by 2 remaining nominees. In the event of <br />a tie between 2 remaining nominees, the Clerk shall place the names of the <br />nominees in a receptacle and the Chair shall withdraw a name. The nominee <br />whose name is drawn shall be declared by the Chair to be the Alternate County <br />Council Member and the Clerk shall bring forth an appointment by-law for <br />Council's consideration. <br />j) Nominees may withdraw at any time during the election process. <br />k) Once the Chair has declared the name of the County Council Member, the Clerk <br />shall bring forth an appointment by-law for Council's consideration at the <br />subsequent regular Council meeting. <br />2 <br />
