County of
Essex
Joint Health and Safety Committee
Civic Centre Minutes (Q1)
March 30, 2017
Members Present
Management Reps: Scott Holland (Co -Chair)
CUPE 2974.1 Reps: James Bryant (Co -Chair), Karrie Ferguson
Old Business
1. The Committee has not received a response regarding signage for Civic Centre
entrances/exists. The item in question is the first item from the December 2016
Quarterly Meeting, which seems to have formed part of the discussion since
2015. The item is copied below for reference. The Committee will work to
resolve this issue and have appropriate signage for anyone communicating with
911 dispatchers.
Further to the H&S Minutes Friday, October 23, 2015 in regards to signage
at each entrance, it is suggested that this signage should be on both the
exterior and interior of the entrances. Again, this would ensure correct
directions are provided when communicating to the 911 dispatcher in the
event of an emergency. It is further recommended that the signage be
labelled: Terrace, Main, Fairview and Ramp or Rear entrances to avoid
further confusion with direction.
2. Item 2 from the December 2016 Quarterly Meeting regarding the constant
noise (hum) from the cooling unit in the I.T. Server Room is considered
closed'. If this becomes an issue for employees in the future, then those
employees are requested to contact their JHSC representatives.
3. Item 3 from the December 2016 Quarterly Meeting has not been addressed.
The Committee will work to resolve this issue since the building renovations are
now complete. The item in question is copied below, and formed discussions
from previous JHSC meetings dating back to 2015.
The Crime Prevention through Environmental Design and Threat and Risk
Assessment which was completed by Barry Horrobin, Director of Planning,
Windsor Police Force in 2007 should be reviewed once the final Civic Centre
renovations have been completed. In addition, the JHSC is requesting a
Page 1 of 3
